That's illegal. He is only allowed to strictly have one valid CDL.
You will need documentation from SAP class to present to a company that might hire him. This industry has grown particularly intolerant of failed drug tests.
It is easier for a addict to get a camel into the eye of the needle than to endure a year of SAP or other similar testing to get and stay clean. And that is how the industry is able to keep them out.
Note... I am not calling your Spouse a addict. Im speaking about the overall system.
If you have pain killers or people in your family that are prescribed them, MAKE SURE YOU TELL THEM NOT to give those #### things to ANYONE. Ever. Especially to your Husband. That is a illegal act as well and places Truckers at risk of a hot Drug test in addition to the risk of that relative having his or her contract voided and kicked out of pain management permanently.
We seem to be involved in a particularly bad time in the so called war against painkiller abuses etc. And new laws have been passed to start testing this year against truckers for that medicine as well.
The more they crack down, the harder those who are hurting will seek to stop the pain any way they can, legal or not. Until they get caught.
My thinking leans more towards encouraging your husband to see a doctor, who has the correct field of the problem he is having that led to the hot drug test in the first place. If there is something the matter that can be fixed, then it's going to be a very good thing.

Having a positive on a drug test disqualifies you until you pass the return to duty/SAP program and the SAP person has notified the MRO of such then you are no longer disqualified. However there is extra testing etc etc involved in this process. Some carriers simply just don't hire drivers that have a history of positives. There are no rules saying you can't legally drive a CMV however. Most carriers that have these policies really want to see a lot of time has passed since that positive. Remember Trucking and Drug use don't mix. Want to smoke the bong stay on the porch.
