Pretty much the entire NE, IL and WV.
They don't pay OH, IN, TX, KS, or the new tolls in Louisville.

Choice is up to them not to pay
gotcha. so, they will pay pa turnpike but not oh and in? seems a bit silly
There mindset is...plenty of alternatives in oh to go without turnpike

Also, kansas is missing? why...
well.. sure. slower, more annoying alternatives. I'm assuming these are always charged too? When I was company, I ran those toll roads every time and never heard anything about it.
Im sure they bill the customers for it..sni isn't the moral co around
