Are you picking this load up at the yard or at a forwarder? I second Chinatown. I wouldn't move until they sent me a message over the qualcomm. If there is any sort of personnel on that yard, I would ask them about the seal and have them sign for it. There has to be some sort of terminal manager there by 0800. If he doesn't want to sign for it and the company can't make a decision, make the decision for them.

I know it's probably nothing, but i think the op is right to question this. In fact the receiver may not even take the load if the seal doesn't match.

I give props to the op for even bothering to check the seal, so few drivers even do a pre-trip, let alone check the seal.

I wouldn't be worried about the senorita or 42 hombres....my concern would be the 1500 pounds of party favors

Yeah even if you sent a message, document it, put the time and copy the seal number on the paper work with your note it isn't the same thing then sit and wait. When you get instructed what to do, tell them you put the new seal number and noted the situation on the paper work. I wouldn't worry about the feds, I would worry about the others who may have put something on the truck that wasn't on the paper work.

And that would be an issue with Customs, not the BorderPatrol.

The Mexican Army breaks the original seal and inspects most loads and the cross border company puts on a new seal. Your company should have updated your paperwork; they were given a form the Mexican Army completes when they do the inspection.

You are right to get your paperwork in order before you roll out. Its for your protection with the Border Patrol and it will eliminate problems at your delivery.
