The only sealed envelope we got we sealed ourselves. We had to fill out a form if we are out of state taking the cdl test. It's no big deal but it stays sealed in the envelope to prove it wasn't tampered with.

Mine was sealed and I was told that if it was open when I got to the DMV, they would not accept it and I'd have to wait 10 days AND re-take the drivers test
