    Sad story but, there is no law that says a "certified " shop has to do the work. I held an enhanced inspection license here in Pa. the only time you need an enhanced inspection is after a vehicle was declared a total loss and rebuilt. I know guys that extended frames for years and never any issues

    That's what I don't understand. You can cut and extend the frame on a tractor with no intervention by the DOT , but if you modify a trailer it needs a recertification.
