That's the fun thing about tracking down "da rulz" via the interweb. Read conflicting things, have to look for date of publication, or consult a lawyer to help you wade through the legal-ese.
I could be over thinking some stuff. Call me paranoid. Call me Shirley, but one thing I don't want to be called is "out" for unsafe/improper securement by any constabulary agency who would love to extract money from my pocket, as well as ding my license and thus potentially my job.
One way to avoid the above is to make sure my cupboard isn't too bare so I can make a muffin if needed.
