I've hauled thousands of coils, 1 3/8 chain per 10k with good racks and good wood work just fine. 4x4 is not the best but will work but a 4x6 cut at an angle is much better for big singles. 20 years ago we would put a 40k in the front and 45k on the spread and 2 chains each. But you couldn't stop it fast enough to worry.
How ever do what makes you feel best and safe. But could you at least put 2 chains on and pull out of the way so someone else can get loaded.

If this happened on a public, non truck-restricted road, then how is anyone else liable other than the municipality responsible for the maintenance of that road and the fact that apparently, they can’t keep the trees trimmed?

See here’s a couple problems, first I never said you couldn’t be sued and I never said it’s it’s a good idea to exceed the limit. I’m simply saying that as far as load securement and the DOT are concerned it’s a non factor. Second do you have and case law supporting your position? You’re making an assumption, if there’s nothing on the trailer that says the rating AND the law specifically says tiedown points aren’t required to marked who says you’d be guilty? Lawyers make a lot of money arguing both sides of a point so for you to pretend it’s so cut and dry is absurd. Third you’re currently involved in a lawsuit so let’s see how it plays out. Just because someone files a lawsuit doesn’t mean you’re guilty. Last year we had a 13’ load tear a cable line down, ripped the box right off the house and yanked the coax out of the back of the TV. DOT showed up, measured the load and said have a nice day. When I worked for Fedex Freight if we tore down a line that wasn’t electric they didn’t even want to know about. I’m guessing their army of lawyers have dealt with this. I’m sure you’ll post back when your lawsuit is settled to tell us the outcome.
