State DMVs may require double clutching for driving tests but that does not mean it's the 'law' of the state that one must double clutch.

Most companies I know much prefer drivers not to use the clutch.

The school I went to in Illinois at first had us float shift around the yard strictly to give us a good idea how timing was important with shifting from gear to gear. After that we were required to DC the rest of our time at school as Illinois testing requires dc'ing.
