That, 15000 peso figure is actually the average wage for a month not a week. The minimum wage in Manila as of 2021 was 537 pesos per day, and in the provinces it is 400 peso per day. The current exchange rate is 57.21 pesos per dollar. So most people that are working in the Philippines are making less than ten dollars per day. Outsourced jobs like his are some of the hardest to get and best paying jobs in the Philippines. If he is making 22k per week, he is absolutely balling in the Philippines. Even 22k per month would be considered a decent wage by many people. Jobs are also very hard to find and the market is super competitive. Most employers want a college degree. And that includes to work at McDonald's, or in the malls and retail stores.
My Friend Jem is a teacher. She was quite excited to tell me last month that her pay had been raised to 27k a month. She works in a City called San Jose del Monte, which is just north of what is usually considered the Metro Manila area. Her sister Jamie works in a pharmaceutical plant in Mandaluyong, which is part of metro Manila, and she makes 4500 pesos per week for 5 nine-hour days. Their brother is a welder and works on a crew that builds skyscrapers. He makes around 2000 pesos per week because his employer takes out money for food and housing they stay in shacks on the construction site. All three of them have children, and they somehow manage to support their children with those wages. All three also help to support their mother, grandfather, and their youngest brother, who is still in high school.
For what it is worth, I spend between 50k and 100k a month when I am in the Philippines. Depending on how much traveling around, I do that month and how often I eat out or go out for coffee. That's around one to two thousand dollars a month, and that provides me with a simple but pretty good standard of living. Certainly much higher than any Filipinos that I know.
Hopefully this will give a little bit of perspective on what the wages are like in developing countries.
