But how would they know about it if you keep your mouth shut? And since camera tickets don't go on your record, why mention it?
It's fine to be honest, but it's stupid to be so to the point of shooting yourself in the foot.
should traffic camera tickets be reported?

The way it seemed to me from is original post was that his company asked him about the ticket. Because in the post he was worried if a company was to send a form requesting information to his employer if they would include that ticket. So that would lead me to believe that he was confronted with the ticket and confessed (maybe their trucks were assigned). That being said it probably went into his employee file, would it not? If thats the case why wouldn't they report it to a company that asked for that information?

Here where I work, they have a policy of reporting all citations, even those recieved in your personal vehicle. While every company may also have that, I'm definetly not going to report camera tickets recieved in my personal vehicle. -
I would think the absolute best thing to do if he wanted to exclude that information is to find out what exactly is in his employee file, which may be difficult. Some companies dont let their employees know whats in their own file. Maybe he can ask a supervisor directly his job performance, how is he doing on the job. Indirectly ask about the ticket, "Is it part of my employee file"? It may also be good to know did he sign something acknowledging the ticket. If he did that would most certainly be in his file.
