    Ive never seen anybody using that lane on the down hill. Going up is around 25 mph so not a problem for me.

    been using the shoulder on the climb on OR. side since I started in those areas of I-5.many others do too if there's an obstacle on the path i go around it.

    nb in ca is questionable there are those that won't use it in Oregon at all. some of those are what appear to be locals

    Get in a wreck, take someone's mirror off passing or just driving on that emergency only shoulder and see what happens to you. I was specifically told by 2 companies I used to drive for on the I-5, not to use that shoulder.

    Ask your insurance agent if someone takes off your mirror as they pass you "who's at fault" you'll probably stop running in the breakdown lane.
    With that said, it's common practice and I myself would run over there to get of the way but move back over. Oregon cops won't say a thing about it. Ran that stretch I don't how many times in the early 90's when I drove for Interstate. I never seen CHP bother anyone either.

    I rarely do it, but it is normal for slow trucks to take the shoulder to get out of the way.

    The guys passing you while they are on the shoulder are jackwads. I usually refuse to let them pass on the shoulder. I've also seen people passing me on the right nearly kill someone coming around a corner. At 20-25 mph you can stop in an instant up that grade, hauling butt, not so much.

    Ive only noticed foreigners doing it. Im always wtfing them in my head. Shoulder is for emergencies. Also a good place to pick up road debris and ruin a tire ie. nails, bolts.

    I'm curious as to WHAT'S WRONG WITH THE LEFT LANE??????

    I can see going up hills for slower vehicles. And i HAVE seen it multiple times. But NOT for passing purposes.
