They have to have a reason to stop you and if they don't feel like doing a inspection they have to make something up. The regs. say they can inspect you whenever (pretty much) for SAFETY reasons aka inpsections. I got a iowa insoection years ago. This police he wanted every shred of paper I had (this was before I learned I didn't have to give it up) He wasn't very bright I had to explain some places use different zip codes for mail delivery purposes cause the receipt city was different than logbook. I never give them receipts anymore and use PC miler for my logbook entries, never had anymore problems.
Yeah, it seems now in Iowa.. When they pull you over for a roadside inspection they also need to give a reason why on the Iowa inspection form. It's in check box form, and they just check speeding(without the driver speeding at all). Again, I don't understand why this is as many drivers un the area are talking about it. What I heard, is that an Iowa farmer had the Iowa DOT under the gun on harassment charges.... and it's why they are now doing this, which of course doesn't work with CSA. What I suspect is happening is that regular judges don't understand that being a truck driver forfeits ones civil rights under the constitution. They make a ruling to protect the persons(in this case the farmers) civil rights... (ie they MUST have a reason to pull you over) then, they implement it... without the judge understanding that CSA also harms drivers and companies with just a warning and inspection. We will have to see how this all plays out.
