Dollars to donuts most (if not nearly all) of the "new" CDL mill graduates haven't a clue what they are actually looking at. Then there are the select few who go out of their way to learn.
For those who graduate without a clue, some will take the initiative to pick up what they SHOULD have been taught somewhere along the way...either by asking questions or talking with those who know. Then there are those who take on the "I'm just a driver" attitude and don't CARE what makes the truck do what a truck is supposed to do. They tune out whenever the conversation turns educational and take offense to being referred to as a "steering wheel holder" despite that being the entirety of their motivation in this industry.
It is a broad spectrum...but the CDL mills aren't any better than the public schools...teaching how to answer the test questions, rather than teaching the knowledge required to arrive at the correct response. It is no different than a teacher telling the students to memorize "C,B,A,A,D,C,D,A,B,D" in preparation for the 10 question exam. Nobody learns anything that way.

I was failed on my first test because during my applied brake check I used the term "1 minute" instead of "60 seconds".
I tried to argue with the idiot that 1 minute is 60 seconds......she didnt want to hear it. -
These examiners must have superb dental plans. -
They have to flunk so many, seems like you drew short straw.
