I got a ticket back in 2018 for parking on the on ramp going I-81 south bound at mile marker 158 in Virginia known as the troutville rest area. That cop was a d**k, he gave me a ticket for not putting up my emergency triangles out and then told me to move my truck. Ended up finding some random stone lot at the next exit. Crazy thing is there were a bunch of trucks parked behind and in front of me at the rest area which I assume he gave them all tickets as well going down the line... Botetourt county got their money that day.

I guess I'm in the minority here, but...
If I can't find a mom and pop truck stop I will use the shoulder of an on ramp if it doesn't have no parking signs posted. Never been hit, never been woken up by the law, and never had an issue. Keep in mind I'm not taking a full 10 just a power nap. The big mega chain truck stops are a last resort only for obvious reasons.
Now as for Virginia......I started driving in the end of 1993, for as long as my failing memory can remember, parking on ramps in Virginia has been a big no go. When they post no parking signs they mean it. -
I’ve parked on an on ramp once, in my first month OTR (and I rarely park at truck stops). Ever since, I’ve done the five minutes (at most) of trip planning, making sure that I don’t roll out without having a place picked out for my 10-hour, with a couple of alternate locations. I also don’t plan to drive for more than 10 hours (that one ramp was because I just plain ran out of time).
It definitely helps that many of my destinations are places that allow overnight parking, and that I’ve compiled a pretty good list of places that I know I can park (like right now, I’m on a side road next to a Walmart in Houston with legal on-street parking). I share/compare lists with other drivers from my company.

If you’re going to park on a ramp, do it on the on-ramp where the traffic starts slow and is accelerating, rather than the off-ramp where they’re coming off the highway at speed.
