Im confused as well we have a load that doesn’t need placards but is still a hazmat load , do we still have to take the hazmat route? Please help thanks

Is there a route restriction or are you assuming there probably is a route restriction? The VERY few places I have taken HazMat and they had a HM route restriction only certain clases were restricted. National Registry of HazMat Route RestrictionsRockinChair Thanks this.

There was no route restriction but already learned that in that case no special route is needed as the trailer doesn’t need to be placarded.tscottme Thanks this.

Yep, no placards means no route restriction I've ever heard of. And if there are no placards you don't need a HazMat endorsement either.

The other suggestions that you appeal to a manager is with your proofs (old licenses with the endorsement on it for example), but you should know that this is a cautionary tale about letting any endorsement you have lapse. I read the Oregon website you linked and want to draw your attention to one paragraph that may be the crux of your problem. This section:
DMV will waive all Commercial Knowledge Tests EXCEPT the Hazardous Materials Endorsement Test if you surrender a current, valid commercial driver license from another jurisdiction for a comparable Oregon Commercial Driver License.could be interpreted as that the license you came to them with, doesn't have the endorsement on it since you "let it go" after the first 3 years, so the license that you come to them with, doesn't have it. If I know bureaucratic thinking (and I do), that means to them you currently did not have the endorsement so you go back to the end of the line...unless you can get them to recognize your prior endorsement as being valid, you may have to be subjected to the new rules in effect when you apply. This is why I keep all my licenses in force. (Driver's, mechanics, etc.) Once they lapse, you can be considered "new".

Good news is I just found a copy of my drivers license and a certified MVR both showing my HAZMAT endorsement.

Could be the case.
You could pull a complete driving record for 10 bux and show proof
You can ask the state police on-site at DMV to enforce the regulation and show proof.
But maybe it's because you moved.
Some people are stupid.

Okay, this is a start, now be aware, you have to go through another security background check prior to getting it, so make sure they are willing to accept your prior license as proof of a "previous" Hazmat endorsement, before you spend the money to get the security check, otherwise, you'll be out another $100.00 +- for your troubles.
