That would have been the ice storm of either 1998,99 or 00.
Maybe I am wrong with your time period. But that particular ice storm is one to remember statewide.
People left work in downtown little rock onto I-630 when the ice started falling about 3 or so PM. They ended up sitting right where they were on that I-630 through the night into the next morning, running out of gasoline on the spot and being fed MREs or similar from the military. It took another day to clear everyone home. No one was in a position to go to work again next day so that hurt our economy a little bit, threw a wrench into our Government and created many babies.
We did not have electricity for three weeks did not have water for two. For me it was Arkansas living 101. With nothing. It was my first winter there. I had run Arkansas since the early 90's but nothing like that first winter. Every month our electric bill reflects a .50 or so cent charge imposed on all Arkansas Electric customers to repay the complete and total rebuilding of much of our grid which probably will take generations to pay off.

Winter of 2010 if I’m remembering correctly. If not, it was 2011. It wasn’t particularly bad west of Little Rock. But east? Just ####.
For Wargames, I’m not parking on any shoulder of an ice covered road. I may park in the ditch or median. But I refuse to be a target. -
right, the only safe place would be well down the off ramp, or if possible, completely off the interstate. your right about being a target, I know exactly what your saying. that was in 2011, I remember that day, I walked to work, only 2 miles, played ping pong for 3 hours, got paid, for 8 walked back home, only 1 other driver made it in.

Ok, I hear you. 2010 is a time of chaos in my family I don't remember too much, it was the year we lost one of our Relatives and frankly it was all about probate. I never once looked outside at the weather that year. I recall counting approximately 71,200 in Scientology donations on the individual vouchers received from the church that winter as part of the Probate estate accounting. In addition to the Alaska Oil Bonus once a year (I think it was between one to two thousand annually along with a oil bill to heat that house at 600 in summer 1200 in winter (A MONTH, we paid it something like 9 months worth. Pretty much 8000+ in oil)
Arkansas east of Little Rock on I-40 is a very bad road. (Quality is good, blacktopped etc. But for whatever reason that stupid stretch has some of the biggest killing, wrecks, screwups, accidents and so on.. and..... (Drumroll)
IT IS STRAIGHT more or less for 150 stupid miles....Wargames Thanks this. -
I remember taking a trip in my PV from SLC to Linconlin,NE during that time in the winter. It was bad.
It had an automatic locker in the rear end and was a stressfull trip with all the ice on the roads. It was fun around Sinclair WY as the rutts in ashphalt were so deep you could just let go of the wheel and ride the "louge" down the interstate. -
I think about it every day, in the winter, major snow storm, looking out the picture window at home, in me PJs, holding my cup of hot coffee, and not having to go to work that day or ever again. I can do this at the drop of a dime. Anytime, but just buying my time till someone realy p`s me off.

December of 2000 an ice storm shut down pretty much the whole state of Arkansas.
