    y not just pick up the phone, maybe a pay phone if your worried about ur name, and say that you are a very concerned neighbor about these raggy trucks that appear to be unsafe for any roads, and it appears they are avoiding the weigh stations, and tell them what rds to keep an eye out for these trucks, give them all the info you can, but act like someone off the street, dont sound like you drive trucks, give a licens plate number, truck number, and name, keep it simple.

    im not sure about other states, but i no that in the state of Pa, no former employer is allowed to talk " bad " about you if a company calls in inquire about your work ethic. but what the law says and what people do are to different things.

    and my thought on the retread or regroved is i will NOT drive a truck if either are done to my steers, its that simple, if i feel unsafe, im not going out and risking me or others on the rd.
