Apparently RV'ers who use PO boxes in South Dakota as their official addresses have been voting there. This has annoyed the locals and they have persuaded the legislature to take steps to drive them out. The new rule is a bit complicated. If I am understanding correctly, the new rule says you can't pay into the South Dakota unemployment fund if you work for a company that isn't domiciled in South Dakota. That sets in motion a chain of if-then-else rules with the IRS that ultimately means you have to pay income tax to the state where your employer is located. So it looks like RV'ers who work remotely are pulling up stakes and moving to Texas.
The topic of how to establish an official residence when living out of a truck has come up several times before and I thought this might affect some truckers as well. I think if your LLC or C-Corp is setup in South Dakota and you are your own employer then you are probably OK. If you are setup somewhere else you probably aren't OK. If you are a company driver and use a SD address without actually living there then it looks like this will affect you also.

Ehhh i can understand the why of it. A lot of these PO box residents who dont even live here or associate with the communitys at all were pushing laws that activly hurt or went against what the locals wanted and were putting people the locals found objectionable in charge in some areas that tried to pass laws activly hurting locals. We also had a lot of homeless setting up camp and trying to vote in gibs for them or just moving in and getting unemployment bennys without ever having actully worked here that this stops.
Its a good change imo. As towards if it hurts trucking companys or truckers. As was explained to me when i called my tax lady. if you have an SD address and live here I.E a house or something with long term sleeping arrangments then even if you work out of state your fine since you obviously LIVE here and just work out of state. With both my business and address being here and my paying rent and having a shack thats obviously where i live i myself would be fine even if im only home a couple weeks a year.
Here is the full law and its pretty self explanitory. Loading... | South Dakota Legislature basically if you just have your address here so you can wander all over the country or your homeless. Then you cant use a camp ground or commerical business or whatever to claim residency, you also cant just use a familys place as that will be audited. This mean you cant vote unless you actully live here and may need to pay your taxes elsewhere. though i admit that part is less clear to me. If you actully live here then your fine. I use their Texas address in Livingston as my domicile. I know that they have a legal defense fund/department that keeps up.on this for the Texas bunch. Livingston is a poor town in a poor county so I spend money, tip the locals, pay the mailing fee and donate to local charities so I think it's a win-win for all parties involved because I don't use any services. I just go there and spend money without asking for anything back.

The Texas attorney general put all those guys out of business back in the 80's. He should have put them all in jail.
Last time I was in Livingston (early 2000's) there were still subdivisions with nothing but streets. Some did have electric and water. You could buy a lot from the county and put a mobile home on it for pretty cheap. The county would sell lots for a few hundred dollars if you would agree to pay future property taxes, which were only about sixty dollars an acre. I had a friend who did that. At night you could sit outside his house and watch as huge packs of dogs went running up and down the street. There was sign at the entrance to the neighborhood warning that people who abandon dogs here will be shot. Maybe outsiders being able to influence the law in South Dakota is a good thing. Isn't it still legal to kill someone while playing on your cell phone there?
