It's an infraction and yes those are allowed under law to be treated as a crime in regards to identification especially because you are required to be licensed to drive and that is an infraction on that license.

Yes is it a civil infraction, I like how you worded it, it is clear that sovereign citizens just don't get that part.

Anywho, I would still recommend you contact the ACLU for a detailed report on this law, like I said I'm against it, it needs to be repealed and the ACLU has dropped the ball on it for US citizens but supports those who not supposed to be here.

    Lite bug Thanks this.

    A bit edited there.

Many companies, mine included, consider running a stop sign as a serious safety offense that can get you fired if you do it too much.
    Like, just a few times.

Breaking the law just a little bit, like an infraction, is still breaking the law.
Breaking the law at any level is a crime, at some level.

If you can't tell the difference between a verbal expression and producing govt paperwork that's not fixable by discussion.

Stop and identify statutes - Wikipedia
"If there is not reasonable suspicion that a person has committed a crime, is committing a crime, or is about to commit a crime, the person is not required to identify himself or herself, even in these states."

The ACLU was started as, and has always operated as, a communist front group. It began as a way to give cover to the Communist Party to fund the legal defense of Hollywood writers denying they were members and allies of the Communist Party, every one of those writers was eventually discovered to have been a Communist Party member or ally of CP. The distributed nature of the ACLU gives it the accidental ability to help non-communists win a case, but the 99.99% function of the ACLU and the cases they choose to support is to increase conflict inside the US which aids the Communist Party's long-term goal of violent revolution. The ACLU did NOT start as a freedom group and happened to have some Leftists get involved. It was formed with the purpose of advancing CP goals and allowing secret CP members and non-CP members to fund the goals of the CP in the US. ACLU is the legal dept. of the Communist Party in the USA.

The ACLU their politics and their history has nothing to do with whether an article that they put out makes any sense or not. All it was was an article to explain a point about the Constitution free 100 mile border zone. I could have gotten the same kind of article from any lawyer in the country or any other legal group. It stands alone from its author.

My first crossing at El Paso, and coming back. I asked Edgar what do we do going back ? He said nothing, just follow me and stay quiet. #######...
So I did. He hit the turnstile and said "Busy day to the receiving Gendarme " and strolled on off. I stepped up, pushed on the spoke and the
Gendarme stuck out his arm/hand... He looked at me and said "Say something.." I asked what? He said go ahead, Edgar laughed back to the truck.
All he wanted was to hear an American accent...
