I believed it and tried. The laws have changed and the recap industry has very strong lobbyist, just my opinion.
You can search recaps on steer type questions on this sight, it has been battled. I understand caps on steers in special applications and yard dogs but personally have to refer to other type reasoning here. Common sense and if you have to decide between the governments law and Gods law which do you choose? How would you live with yourself if someone was killed in an accident when your recap steer tire blew out? Yes I know new steer tires sometimes blow out but I ride more at ease not taking any extra chance. Not a recap hater, bought $1800 worth last month, just no steers for me. Many companies have a policy to buy only least expensive steer tires on the road. No poor quality recaps but the least expensive way to get you home, trucks and trailers, and decide what to do with the tire latter. Maybe just policy.

No one with an ounce of common sence would ever run a recap on the steer axle.

Really don't need a law to tell me not to run a cap on the steering axle....That's part of the problem with this country now-a-days, many need a "law" to tell them what common sense used to dictate...Man, you just can't make this stuff up!
