QC or Peoplenet purchase 4th tier cell tower time. It is cheaper. When their is extra bandwidth on a cell tower, they get to use it. A verizon tower, tier one is verizon, and gets priority. Tier two are carriers that have signed a bandwidth share agreement. Tier 3 are local carriers, like cricket. Any left over bandwidth goes to QC and peoplenet, and other data needing devices.
Navgo is a joke. Sold to companies as a way to route trucks anywhere.
People today have been taught to rely on technology and NOT their own brain. It is making the general population dumber.
It was always amazing to me to see some of the routes that my Garmin 465T would come up with, and the route Stevens would send me, and the route I could find using an atlas. 3 different routes to reach the same destination. It was up to me to decide which route to go. Most of the time it ended up being a combination of all 3 suggestions.
Anyone who depends on a electronic box that only knows on and off, deserves to go out of route, to fail.
Anyone who uses a GPS as another tool for information to find the best route, deserves to prosper.
There is the letter of the law, the intent of the law, and reality. HOS, Stevens must say the letter of the law, to protect the company during the many lawsuits they face each year. Good drivers do their best to obey the intent of the law, and be safe, yet make deliveries on time. Does that mean breaking the letter of the law, at times yes. Reality gets in the way at times, and one must use their brains. I should probably elaborate about my GPS use because I use it quite extensively... after I figure my trip plan. I plug in the route, all fuel stops and break points and let it guide me. In other words I tell it how I want to go and where I want to stop. Then it becomes a very useful tool, it gives me mileage between stops, time remaining etc... lots of useful info.

To be honest, It doesn't take long to get what route takes you from point A to point B off the top of your head. I am pretty reliable of the Mrs Jane when it comes to once I make it to the vicinity of point B. Now if if if if she can't get me there, then I call the receiver and get directions. But 99 times out of a 100 she is spot on. Once in a while she says it's on the opposite side of the street, But I use to deliver pizza's so I know a little tip as far as reading addresses go. (They put them on almost every business and odds are on one side evens are on the other). Plus its also nice for her to always have how many miles you are from your destination so you can so the math on how much fuel you might need to make it there.
