    It sure seems like it. The guy couldn't even carry his own state in the 2000 election. What does that tell you. Another thing I find kinda comical is that in Tennessee they have named the I system after his daddy. I never saw one mention of him anywhere in the state, I could be wrong or missed it, but I personally never saw it.
