Super Singles and Heavy Haul

Ok so here I go to contradict everything I knew about oversize/ over weight loads.
This is also a tri axle lowboy with the 4th flipped up.
I talked to this guy at a stop in west PA off of 80. He told me he has hauled all across the country and has no trouble ever about SS and not being duals. I told him about what it says on the NY state oversize/ overweight permit application, and he said every time he applys he puts down the tire info as it is on his truck, 2, 2, 2, 2 tires per axle. He said he has never had a problem with any dot officers about the SS. So now I dont know what to think.
