    No you don't.
    Except for areas that are designated 'high risk', like San Diego, you just need a safe place to park it.
    Even in the San Diego area, when I was living there, I was allowed to park it on the street outside my apartment complex.

    We are allowed to bobtail to a certain distance, depending on your terminal and DM.
    90 miles is probably about the maximum.
