    I already did that they are very paranoid and did not believe me and my family member that signed the affidavit, I wish I could bypass this nonsense an petition the federal government for them to issue federal CDL's regardless of residency for nomad truckers.

    A lot of this is caused by states finally coming into compliance with Federal Regulations from Homeland Security regarding what steps have to be taken before a state government can issue a drivers license. This has been in the works since 9/11. Some states have dragged their feet, some refused. After Jan 1 2017 some people from certain states will not be able to use their state drivers license as proof of identity to get on an airplane as an example.
