    In the comments someone posed a great solution to the problem...

    "If the cops are getting no response from the car dealership, they ought to pull the plate-less cars over, have it towed to the city impound lot and offer the driver a ride back to the dealership. That should take care of the issue."

    Not even Illinois does something dirty that.
    Even then the dealers there make sure vehicles going for test drives/rentals/demos are plated and insured.
    Nobody wants to incur the ire of the Secretary of State office!

    I’m sure theres more to the story than that. A local cop or cops probably have a problem with the dealerships because they believe they should always be given things at high discount rates because they are cops. One of the top cops probably couldn't get a good enough deal on a car from them and is now gonna enforce this bs law that everyone ignores because it is a total waste of everyones time.
