Yes, it is an option. Do some reading on "public duty doctrine". Police are not obligated to investigate potential crimes.

No, they don't. Police are under no obligation to respond to any call, and if they do respond they have no duty to investigate.
In this case, they don't want to take the time or effort to figure out who is "most wrong" - the truck that is probably parked illegally or a private "security" company that may or may not be allowed to act as they are. Police call it a "civil matter" and move on. -
