Site would incorporate Mini Cams on EVERY POST on Fuel Island and Buildings to detect and ALERT when some class act driver dumps pee or ANY trash on Fuel Island both before and after approach. Also when some "class act" uses Squeegee to clean something not Glass.
Every Parking Lane (252 slots) would also have a Mini Camera to continuously watch for detritus: ANY "DRIVER OR OTHER" dumping trash as well "Precious Bodily Fluids" and/or solids upon pavement or concrete.
Truck Company Name and Numbers recorded for Proper Authority rectification.
Cameras WOULD BE PRESENT everywhere else in Building (not in Toilet stalls) to detect activities of customers, as are standard to protect Customers and Products.
EVERY SHOWER would incorporate "sensors" in shower and sink drains to detect when Urine and/or Feces were introduced to Drain. No Camera in Shower would be present per privacy policy.
Annoying alarm to intimidate and scare occupant and would not be able to rectify situation without assistance/confirmation from standby Hazmat Wrapped Personnel authorized, at their discretion, to use stun gun for "those customers", prior to onsite emergency personnel assistance, when needed.
There would be a PENALTY/FINE IMPOSED, payable before departing building OR Local Police/Sheriff/Revenue Authority would verily impose egregious additional FINE or ARREST for violating, as stated clearly upon entries to Building, in many languages, reasons and effects of ANY CLEARLY STATED POLICY.
There would also be Mini Cams below Sinks in the Male Restrooms for the inevitable detection of "washing feet or other sickening activity".

In the LARGE 2 story, Fully Staffed, Restaurant, there would be, on second floor, a dancing area with Fully staffed Bar, only open from 2200-0200 on days ending in Y, except Tuesday.
Proven 21 or older only. Heavily secured by Mini Cams and onsite Correctional Authority against ANY potential disturbance (see Rules, posted at all entrances and top of stairs and readable from 2nd floor Elevator Exit), including basement correctional facility, authorized by State and Supervised by Local Authority. 3rd floor access only for certain reasons, by approval.
