    I imagine he had chains on or he would not have been able to "drag" that rear trailer as well as he did, and I'm not sure that there weren't chains on the rear trailer axle either. Few can get around chain requirements on Donner, even if they wanted to. You can easily jackknife with chains on, especially going down hill and perhaps having to initiate an "emergency stop or slow". Anti-lock brake systems aren't completely fool-proof on ice to the point of preventing a jackknife, especially when there is a significant bank and turn in the road.

    Although the CHP explanation adds some details, it still begs the question why did he lose control, jackknife, damage the airlines to cause this scenario. The CHP is to be commended for taking the most expedient course, assisting the driver down the hill to keep the flow of traffic moving. But the driver still caused it to happen.

    The mother's biased (she is the mom after all) explanation, which doesn't make a lot of sense, and is obviously secondhand information she got from her son, otherwise known as hearsay.
    No one got hurt, everyone who travels that route knows how dicey it can be. Maybe he will take a different bid to an area less stressful. Good luck to him.
