Yea an owner should but a lot of owners don't have a clue. I would question the miles over the engine that's in it though. See if he has service records for it
He's high on his price for the age of it unless he can prove actual miles and it's in good condition. Otherwise I'd look for a better deal.
My 98 with an e model is showing 812k miles now but I'm on the second speedometer head. The first one gave up at 1.15 million so I would try to get proof of that

I've had my C-15 Accert for 6 years. Not a problem 1. I do overheads every year, and sample oil. 967000 miles on it. Only repairs have been a water pump, and a pully, other then that, normal up keep.

3406E 1997 FLD120, awesome shaker, mileage not so great, I enjoyed driving that truck and questioned myself after I sold it. Don't know anything about c-15, but the older cat engines should have the serial number stamped elsewhere on the engine, I'll check some of my other shakers in the yard. All of my loads are light, never much weight involved
