Hello I’m looking for any help trying to figure the problem with my 97 Kenworth t800 has a Cummins L10. When I take my foot off gas pedal it continues to rev then finally rpms drop

If you have linkage from the pedal, look for where it's binding. If it has a TPS, it may need cleaning or replacing.

I was having problems with the throttle lever I just got it welded could that be the problem? A mechanic said it’s probably the fuel pump.

It depends on where it's welded. Work it from the engine side, see if you notice it hanging up.

No it doesn’t hang it’s goes back to normal position and engine somehow still revs up

Fuel inj. pump does that when they start to go bad later on it will red line the motor, they are cheap to get a rebuild one?

L10 would be a PT pump. Sounds like fuel pump is sucking air.
