So i have been researching a similar problem to a truck i am involved with. One thing i can add to this is be sure that the TPS sensor has at least .3 volt output at idle or it will have a check enigne light for TPS voltage low and will cause intermittent throttle.

I had an issues with a W900 doing this exact events, the customer had installed the TPS, but did not set the voltage to .5 VDC, the screws on the TPS allows you to rotate the sensor some to set the minimum voltage output to the ECM to >.25 volts. Hope this helps, in my case at 0% throttle i have .4VDC and at WOT 4.4 VDC. This solved my issue!

ALSO, i noticed i posted this twice, i do apologize!

Going to be in the ecm itself either have your ecm repaired and updated or by a new one or reman ecm problem fixed I have a 98 frieghtliner that would crank up and idle perfectly like a new truck but that was it it did not have any throttle response I took a ECM off one of my trucks and put on the frieghtliner and everything worked as should so I put back on the original ECM and again no pedal response so I change them back over again and e erything worked so I bought a reman ecm to put on it and ain't had a problem sense my opinion especially with the Cummins celect is so thing inside the ecm are what's actually the problem
