Have a look at the throttle position sensor.

Ok thanks, I suspected it may be that, do u have specs for ohms. its ok i found this info:

The DDEC III and DDEC IV engine controllers do not use an idle validation like Caterpillar and Cummins engine controllers do. This means before you start going through all the diagnostic tests for testing intermittent power loss you should take a hard look at the throttle positioning sensor. Firstly, use a voltmeter to compare the voltage of the throttle positioning sensor wire with the ecm sensor return wire. You should see about half a volt if your foot is off the throttle. If you floor the accelerator you should see no more than 4.5 volts. Anything outside this range will cause the engine controller to recalibrate the sensor.

Unfortunately I don't have values. It is a bit difficult to check the resistance with a digital ammeter, an analog meter will show the fluctuations in readings better. See if the resistance returns to the same value, everytime you let of the throttle pedal.

    0,8-1,2V - idle
    4.2V - Kickdown

Thanks Pablo, so that is idle 0.8 volts to 1.2 volts and full throttle 4.2 volts

really DDEC 5 requires idle switch. So if switch is closed lover 1.5 V is idle, over 1.5 with closed switch - ECM throws fault code, like open switch with lower 1V

use fuel pressure gauge! normally is over 1.7 BAR at idle

    Ok thanks,
I found when it stays at say 1500RPM, if I feather the throttle it will drop rpm back down, I'm thinking maybe the throttle sensor has dirty contacts
