Of course it's flawed, it's the product of men.

But what stands out for me is that you have not denied doing 15 over. Of course it's not for those drivers.

Carriers are pretty understanding, and so are insurers. Ain't too many stupid people running this game, they know drivers can and do collect unjustified tickets... but they also know cops often give breaks and don't cite, or by citing lower speed than they actually clocked and/or not citing other violations.

That's being squeezed by the feds. They want everything at least noted for statistical purposes. They want as accurate a picture of trucking safety as can be obtained, and drivers are under the microscope because drivers by far historically generate the most violations.

Heres se my explanation for everything if you want to hear it. I was doing 60 in a 55 mph 3 lane. The slow lane was coming to an end and needed to merge left. Being from massachusetts I knew this so I was already in the middle lane. Glancing and doing a mirror check I then realized and saw a car had, and was trying to come up from behind and pass on the right. With little lane left, and where the car was positioned. I had no other choice but to check my left mirrors, merge into the lane I knew I wasn't allowed in to prevent an accident. I-91 Springfield MA. The speed then drops down suddenly to 45. Being 78,500 pounds I let the jake brake, and some slight braking on my part bring my speed down. I then merged into the right lane. Came back out to a 55 mph zone and next thing I know I'm being pulled over by the almighty DOT. End story.

citation- restricted lane posted $40. Court- Not Responsible
    citation- 60 in a 45- W -Warning.

    inspection-(1) violation restricted lane posted.
Inspection-(2) violation 60 in 45 speeding. Estimated- Lidar

havent been pulled over in 3 years and 6 months. I'm 25. So yes I was an idiot when I was younger with some speeding tickets.

I haven't driven I-91 through Springfield in some time, and not being from MA I do not remember where the SL suddenly drops to 45.

Being from MA you knew the R lane was going to end, but you didn't know the SL was suddenly going to be reduced to 45 in the same area, so you just kept rolling at 60?

Let me assume the method by which you concluded "the car I could tell was going to try and sneak up in front of me" was by comparing its velocity and/or rate of acceleration to your own.
