I lived in Hawaii for sixteen years (its been awhile, so things may have changed). During my stay, both lanes would back up, cuz no one jumped over into the unblocked lane. They just proceeded as normal and as stated previously, took their turn merging. This worked fairly for everyone. All vehicles should stay in their lane upon seeing "left lane closed ahead" and proceed with courtesy. This results with both lanes backed up evenly instead of one backed up 4 miles and the other 1 mile, for example. During my stay, rude drivers were often followed until they parked and were "advised" that their parents had raised them improperly. Virtually everyone drove courteously, both lanes backed up, everyone took their turn merging. Period.

I did this in KY about 3 days ago, after sitting in #### near completely stopped traffic for an hour and getting 1/2 a mile there at the KY/OH border in Cincinnati right before that 35mph curve. I sat there patiently as everyone ignored the closed left lane sign, as trucks were getting out of the right lane and running up the left lane till it ended and forcing their way in. I finally moved to block the lane with the back of the trailer, and long behold right after I did that we started regularly moving. If the cops did their job and ticketed these morons for failing to obey the traffic control device...
postmandav Thanks this.
