You should be good, I have had many trucks and trailers over the years with out of province current inspections and plated in different provinces. I think you just got a bad officer. Worth challenging.

Kelsey Trail Trucking is a big fleet that has their equipment plated in Saskatchewan and their annual inspections done in Ontario. If that arrangement wasn’t legal, I doubt they’d be doing it all these years.
Perhaps the officer got confused about how long the Ontario CVIP is valid for.

Is it possible that the first safety must be done in Saskatchewan then it’s okay elsewhere . This way it’s not wrecked or salvaged vehicles being slipped into the system without a proper safety.. I’ve picked up trailers spotted in other provinces and dropped them off to be safetied before getting loaded..

Not 100% true, for example an opacity check is required to pass a safety on certain vehicles in ONTARIO.
