I would say rusted away, or patched over.

I called Mac to find out where it was on my new trailer and they said it's in 3 places. The plate (obviously), on the top of the bottom main rail flange directly on the opposite side of the vin plate inside, and the 3rd was stamped in the end of the main rail only visible if you disassemble the trailer. However on a 17+ yr old steel trailer all of those have to be gone by now.

Sadly on a steel trailer I have seen a few for sale with the vin plate missing, and the frame rail had a weld placed where it was stamped, tho there was nothing to weld there lol...

To note, the owner had titles but they were in Texas and from what I've been told it would not be hard to get a replacement title or a home built title?? So they might as well have been stolen.
