Exactly! It is in the contracts with the carriers. Many of the smaller companies do pay detention......but they do not take on student drivers. If you look at it from a company perspective .....undercutting competitors and winning contracts with the meathouses and big box stores is what has allowed them to thrive. It also allows them to take on student drivers. If they did not have these contracts they would not be in a position to hire trainees.
From a legislative stand point there has been a push to pay drivers an hourly rate for the time they spend waiting. I don't see it happening anytime soon....the trucking industry has lobbied against it. Their argument is that they already have a "driver shortage" if they had to pay an hourly wage on top of the cpm then they would no longer be able to take on student drivers .....which would create an even bigger shortage of drivers.

Honeybadger I was on the side with a lot of doors.
I made it to Auburndale to coca-cola and that was a mad house when I got there. So now I am stuck at Loves for the night. Loves was also crazy took me more than an hour to get 50 gallons and fuel reefer and scale had less than 70 minutes to run so I shut it down.
If the FMCSA is going to give us mandatory rule like HOS they should mandate times in shipping and receiving but life is not fair. It should be a government regulation. It would make these incompetent dock people competent. You can tell when you arrive at most of these places if they take a real long time as there will not be the companies that pay detention time there. And if those companies that collect detention time are there these dock people get them out a little faster. Just milking the clock or incompetence both of which I hate to my core. Now I have to run hardcore cause of today and these fools have to be deliver 8-6 1300 in Melrose Place, Il. (Chicago). According to my GPS it is 1193 from here. If I was on paper no problem but with these ELDs they might swap me. No problem with that as I do not enjoy Chicago anyway rather go to NYC but no one likes to send me there and I have no idea why cause I am from there, learned how to drive there and know it pretty well. Not just this company either.
At least this Loves has good wifi so now I am off to watch movies on Netflix.
