    From the full summary "The only difference between a CLP holder who has passed the CDL skills test and a CDL holder is that the latter has waited in line at the DMV and has received the hard copy CDL." So they want to be able to allow a driver who has passed the final skills test to drive back to their home state, with a "revenue producing trip" to stand in line and get their hard copy of the CDL.

    It sounded crazy to me at first but after reading the full summary, it does not sound so bad. If the driver lived in the same state that they took training, they could get their hard copy CDL and would be a fully licensed driver and could head out on their first load. This exemption would allow out-of-state drivers to take their first load out and drive to their home state to get the hard copy. Same level of training, CDL status only depending on if they had a chance to wait in line and get the hard copy of the CDL.

    Only, if they are granted this exemption, how would we know they would use it ONLY for this limited purpose?

    That's the point passport how would we know how they really use it? CR England already has a terrible rep and would not surprise me if they had these students doing multiple loads for almost no pay and no real training. Remember this is a company that has had so many class action lawsuits against it for being deceiving.

    I don't know about all states, but here in Michigan, when a "CLP holder" has "passed the CDL skills test," the driver is issued a temporary paper CDL which must be attached to and carried with the original license until such time as the 'hard copy' CDL is received.

    But, as one who worked for a USDOT regulatory agency for 27 years, I know that companies of all kinds request exemption from certain regulations for economic relief. If the DOT allows this, th exemption will be very specific and time-limited. At the end of the time, compliance with the exemption provisions is measured and the exemption can be renewed.

    I bet most State do that already. And if they don't, isn't England's beef with THAT State, and not the FMCSA? 49 CFR 383.153(a)(4) already gives the States the authority to issue a temporary CDL.


    I read it as C.R. England wanting to let the CDL holder (trainer) go take a nap while the CLP continues to drive.

    49 CFR 383.25(a)(1) has nothing to do with driving without a hard copy CDL. It has everything to do with requiring a CDL holder to sit in the front seat and guide the CLP holder.

    If I am in a yard or truck stop, going around a bit of a harry Pennsylvania curve, etc. and I see a Swift or CR England truck moving around, I always give them extra room. I am 100% serious about that.

    don't know but crst is no better.... I was at the ta along 81 and x77 and it took this driver 1.5 to back into a spot

    My 1850 mile California run got canceled so I can sit around until midnight to take a 220 mile overnight run instead. I immediately turned up the flame thrower to 11.

    I pitched a fit that I was not going to take the 220 mile swap unless I got a fair preplan to keep me moving for after. Explained how my last swap was for 164 miles with a 40 hour wait planned for after.

    Got a decent preplan for after going to New England (probably not so hard to get a preplan since I am already in Iowa, the land of meat plants, and the swap is delivering in Iowa). Then got a message that I was out of line for being so ornery and willing to fight so quickly.

    Can not really disagree with that. Seems everyone is in agreement, I have stuck around TransAm too long. 38 days and counting.

    Can not disagree. Back to back the first two truck accidents I saw after I got my CDL where both CRT single vehicle wrecks.

    One a CRT driver dumped his trailer tandems in a ditch going around a turn. Stuck blocking the interstate off ramp.

    Other a roll over that luckly took place with an tall hill/embankment just to the right of the ditch. So the hill held the truck from going all the way over. I could see the driver was ok, out of the truck and talking on his cell phone.

    tell them if they think you're whining. then they should make the truck note personally....:biggrin_2556:

    ^ I don't understand the second part about the truck note (I am a company driver) but a lot of people think I am whining ... lol. There is a fine line between standing up for yourself with TransAm and having a bad attitude. I think I have crossed the line and do not have a very good attitude and it is time to leave.

    I am too quick to start swinging punches, in the form of snotty messages, over the angry black box. I kind of know it but I kind of have a hard time stopping myself now, cause I have kind of had enough.
    My whining posts have gotten better. This last one is a complete whine, along with a resolution to the whine, all in one single post. Usually it takes 3 or 4 posts to get there.
