Illinois DOES require you to do all tests and if you don't have a truck you usually end up at a CDL school taking a refresher so you can get your license transferred. Most of the schools run $1000 a week for this service and you may have to hand in your current CDL to get registered for the class. Yeah, Illinois is not friendly.
