I've been using Streets and Trips since ~2006. I used the Rand Mcnally atlas to manually enter all the scale houses, low clearances and restricted routes. Over the years I have enters MANY more that weren't in the atlas because contrary to what people will have you believe, Rand McNally is not the be all and end all.
Sadly, S&T has recently been discontinued so maybe take a look at Copilot. As far as I know these were the only two software applications available that allowed the user to modify the route by click and drag. This is a mandatory feature in my book.

Do this:
Microsoft Support and the simple solution is to install The Microsoft Visual C++ 2010 Redistributable Package.
You can get the one for your OS here;

The steps to make this work are:
- Install the program from disk. (you can click on the icon to confirm the install and see the missing file message)
- Download the Visual C++ 2010 Redistributable Package for your computer.
- Click on Streets & Trips 2013 and Voilà it works.
