I have a fleet of box trucks and trying to get my authority. I was told to get authority I must put 500 miles on insurance to get cleared. I just box trucks and no tractors. Do it matter how many miles or no.

Never heard of that. Unless something has changed the only thing fmcsa cares about is the limits. Insurance broker may be trying to pad the bill.

No it should not matter unless in how you described your operation to the insurance agent he thinks you travel that far or perhaps the companies he writes for require a minimum of 500 mile radius and don't want the very local clients.

There is no requlation on the radius you declare to your insurance carrier, only that you be honest about your expected operation.

The first year you can't claim less than 500 miles with Progressive I was told. I don't know about other insurance carriers.
