Just an observation, but a brake should not stick like that, even when wet, hot, salty, hungry, or whatever. I’d take close look at that brake, and I have a cup of coffee that says it is close to camming over.....

Nope. My right front drive can and will stick after a over night rain in warm climate. Same brand of shoes, and drums as the rest. But its always the right front drive. Found my fifth wheel plate drains the direction and down on axle. It has happened in less than 12 hours. Webb drums, Meritor armor guard shoes. FYI - A lot of times whether the tractor or trailer, you can rock back and forth a couple of times and the brakes will release. Had to do it more than once back in the day dragging old trailers around.
