Regarding the reefer washout system ... state and federal EPA's and water protection agencies would be all over that. ALL waste water runoff has to be captured and directed to an approved water treatment system. So, it would have to be done at a truck wash anyway that had the drain capture and treatment systems. Even schools and churches who want to run a weekend car wash to raise money have to do so at a car wash facility, anymore. Even "environmentally friendly" detergents make no difference in the eyes of the EPA and other such agencies.

Yep, that's what I'm telling you. Most municipalities offer exemptions for homeowners who wash their own vehicle in their own driveway, so long as it it not done "for profit" or "for donations" and no form of caustic cleaning solution is used. I don't like it either. It has stopped a few business ideas dead in their tracks that I had had in the past few years involving on-site auto washing. Sure you can do it for a while, but eventually, somebody will drop a dime and the fines and "cleanup costs" are hefty.

In fact, in San Antonio, they go so far as to prevent you from doing this even using WATER only. They claim, the residue (dirt/grime) that is removed from the vehicle is as big a problem as the detergents that might be used and as such, must be "treated" and of course the obligatory permits must be purchased as well.

That is a good point , and i had not thought of that side of the coin. I could think to get around it that maybe another small tank connected to the drain holes in the floor of the trailer may be able to collect the contaminated water for disposal at an appropriate site.

Soon enough they'll be putting egrs and cows and our own behinds so we are more efficient and less pollutant. Think of what they'll do next.
