Visual inspection, every time. Tug test is dubious at best, worthless at worst. If you're on snow / ice / sand / gravel / wet pavement, then the friction between your trailer tires and road surface may be less than the friction between the 5th wheel and the trailer. So you could pull your trailer along even if the 5th wheel isn't latched.
