    Personally....I would loose the spring and see about a longer shaft "IF"height is needed..
    Try 1st all your tuning w/o the spring..

    UPDATE: I removed the spring and i've slowly cut off about 2.5". My SWR on Ch. 1 & 40 now is right about 1.25 on both. As I cut about 1/2" off at a time SWR on 1 and 40 dropped until 1 stopped at 1.25 and ch 40 kept dropping closer. When ch. 40 hit the same 1.25 SWR on ch 1 I stopped with the tune I have now.

    I get just over a mile range with the gain at 3 o'clock on a cobra 29ltd in a Urban area mounted on 2004 mack tri-axle dump. 10" shaft w/ 4' whip, the coil sits above the roof line but is still below the cab shield... that has got be hurting my range???

    Trailer dump guys will real dual wilsons in my area say they get 10 miles

    Where and what is ant mounted to..post a pic..A good close one...Swr doesnt mean alot..Its a basic measurement just to tell the operator how much power is commin back to the radio BUT it doesnt mean all is good as your now seeing..

    Anybody have any ideas? Is my mounting location the cause of the range loss? The coil is in close proximity to the dump body

    Assumeing you have it connected correctly(plastic washer on top not the bottom..
    2 ideas..
    Buy a fibreglass ant (keep ground to tip of ant 13' 6")cause the coil will be up in the tip such as firestick with screwable tuning tip or skipshooter..

    ORRRR

    pick up a ant mount bracket and mount it further out the mirror arm with about 20 degree lean..

    It looks way to close to the metal dump box. Is there any chance there's a hole in the horizontal bracket that holds the mirror to the top of the mirrors bracket arm? That's where I have my antenna installed on this Pete, it's basically the same setup you have using a Hustler fs27 antenna.
