From what you're describing, I'd guess it is a wastegate problem

Fuel pressure is good just got done testing it under load. Gotta be wastegate, my turbo only spikes to 27psi and then back to 25psi. I'm probably at 76k lbs. it's a pig.
here's a vid this is from 45mph to 60mph. Notice the lag after I shift. The clunking is my bumper hitting my hood, I broke another bracket yet again. So #### slow.

I think my wastegate is getting weak, it held 28psi all summer. Depending on how my dot goes next weekend I might be getting a pdi turbo and tune. This truck reminds me of my roehl company truck. Slow as hell and couldn't pull a hill in 10th.

Mine has been having a major surging issue for the last couple months. I have my wastegate line disconnected and that made a big difference in pressure. Went from 24 to 30 right away. My turbo keeps coming loose...jyst about to replace the 2nd gasket in 4 months...

Mine is very consistent, no surging, but I used to be able to peg the boost at 28 psi on my 2KS, now I'm lucky if I can crack 24 on a cool, dry night. I tried kinking the wastegate tube and it made no difference. Been on a Cat ET ride, cutout test looks great, CAC and boots replaced, turbo inspected by Cat. Do turbos get lazy at end of life? Is that a thing?
