Not being there and seeing the geography first hand, and judging from the video, it seems the state may have missed marking that section as a No Passing Zone. Seems 1/3 mile visibility was not there yet there was no passing restriction.
You see this in some places, not often, but it seems you see this more often today than you did 10-20 years ago. Lot's of possible blame to go around why a section might fail to get a no passing line. And assuming there should have been a No Passing Line, that does not necessarily excuse the dangerous pass, but it would certainly be called into question if a crash did occur in such a situation.
This is some documentation of one state's guide to No Passing Zones. The process is very precise if it is performed correctly

My guess is states contract out this work to today to the low-bid contractors who do the survey work half-arsed and don't have an official state highway safety administrator review the final work, fully. I think you did a fine job editing the video down. I hate sitting through 4 minutes of video to see 15 critical and relevant seconds of action. It gets easier and faster doing vid edits as you learn. Also matters which software you're using how easy or hard it is.
