Make sure the meter is set on pep or peak and not avg or average. Average power readings will hurt your feelings! -

A lot of the CB shops out behind the truck stop "mod" radios and tell their customers, "OH, Looky HERE! I got this thing doin' 35 watts, or 50 watts, or a hundred watts". The unknowing CBers eat it UP! In many cases the radio they are talking about couldn't do 50 watts simply because the PA stage ( output transistors, etc) couldn't do 50 watts if it WANTED to! So how do these crooks (and, yes, that's what they are) get 'em to read 50 watts (or whatever). They set the meter (Dosy, Bird, or whateve) to "FORWARD Power" and crank it back from the "Set" position to read whatever they WANT it to. Poor old hard-working trucker believes he's getting "all them big watts", and pays the man a king's ransom, then goes on his way thinking, 'Boy, I'm really one of the BIG boys now!' He's actually doing about 4 watts

Yeah i see, that meter does not have it. Oh my...well are your sure your coax is good and that you have them hooked up in the correct spot, but i sure you checked that already.
What you should should do is go back to the shop that did this, take your meters with you but leave them in the car until he shows you what he said your radio would do on his meters. Then bring yours in and have him to hook it up and see if you get the same readings. If you dont see close to the same power numbers on your new meters or he refuses to put your meter in line the you know that you got screwed!
Not saying he did that because 16 to 18 watts sounds about right on that radio but you just never know.
