The bobtail insurance only rrquired when leased to a company. I was paying all the insurance on a percentage contract and still had to buy unladened coverage. i argued that i was paying twice for same coverage, but it didn't work. bobtail not available without being leased to a carrier. No bobtail needed running under your own authority.
